Since November 7, any person, without criteria, could choose to take any level of the DELE exam anywhere in the world where there is a recognized DELE exam center.

The scope of the DELE regulated by Royal Decree 1004/2015 of November 6 (http://www.boe.es/boe/dias/2015/11/07/pdfs/BOE-A-2015-12047.pdf) has been universally increased. The Royal Decree states:

“Diplomas of Spanish as a foreign language (DELE) can be obtained by candidates who have passed the tests included in the established exam.”

This specifically modifies article 2 (“Scope”) of the Royal Decree 1137/2002 of October 31, which regulates DELE diplomas.

This change has significant consequences on an administrative level among other things: the declaración jurada E/L2 (sworn statement E/L2) has disappeared now that a national of any country where Spanish is the official language can also take the exam to obtain the DELE at any level if he or she so chooses.
